Social Accountability Training (Public Service Accountability Monitoring – PSAM)

The ACA delivers a social accountability monitoring and advocacy course to civic actors, media practitioners, government actors and members of the public. The course aims to introduce participants to a rights-based systems approach to public resource and service delivery monitoring and to share with participants, tools to implement it. The course is based on the South African Rhodes University Public Service Accountability Monitor (PSAM) “Fundamentals of Social Accountability Monitoring” Course as specially adapted to the Zambian context. The ACA Social Accountability Monitoring and Advocacy Course has the following specific objectives Understand Social accountability as a concept. Understand and apply the principles of a rights-based approach to social accountability monitoring Identify the legislative framework that oversees social accountability monitoring in ZambiaInterrogate strategic planning and resource allocation, expenditure management, performance management, Integrity management and the oversight function of the Zambian Public Resource Management Framework. Identify social accountability advocacy opportunities and strategies within the public resource management framework and apply basic advocacy skills. The course can be offered as a 3-day appreciation level, 5-day conceptual level or 10-day full course.

Incorporating Social Accountability (Public Service Accountability Monitoring – PSAM) in radio and television programming

The ACA has developed in-depth expertise in training media practitioners. We offer a course that aims to introduce journalists, student journalists and citizen journalists to a rights-based approach to reporting on social accountability issues with a focus on public resource management accountability as it relates to the delivery of services in communities. The course has the overall objective of strengthening media practitioners’ conceptual understanding of the public resource management as it relates to service delivery and then capacitating them to simply and package technical concepts for their audiences. How to identifying Social Accountability issues in everyday life, news and current affairs Using news content (press releases, product and service launches, project commissioning’s, news bulletins and publications, etc.) and daily occurrences to create SA reports (packages, drama and talk show topics).How to use the news content provided, identify Social Accountability issues and script a list of all possible Social Accountability System (SAS) processes prevailing in the story and can be used to create radio content. Deciding on show formats to address the SA issues identified. Generating Social Accountability questions/concerns to ask/address targeting duty bearers and non-state role players.

Equipping students with knowledge, skills and right attitudes in citizen journalism using creative thinking and distinct production skills so as to have engaging content that enhances accountability in public service delivery systems. The Mobile Citizen Journalism Course is designed to enable the learners to Be able to effectively and efficiently use chosen Mobile Media Applications in creating content among other issues of social accountability. Be able to know how to source and edit recorded content on phone and package the story using the mobile media apps editing suites. Be able to know how to upload mobile packaged content onto social media platforms. Be able to understand creative ways of telling stories using mobile media applications.
